DIVISION - RATE REGULATION/TARIFF AND RATE ANALYSIS
POSITION TYPE - This position is eligible for telecommuting up to four (4) days a week.
The Rate Regulation Division is the branch of the PUC that is most involved in the agency's traditional regulatory rate-setting function. The Rate Regulation Division consists of three sections: the Financial Review section, the Water Rates section, and the Tariff and Rate Analysis section.
The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers.
The Rate Regulation Division also leads and participates in various rulemaking proceedings and works on other projects involving rate-related issues for electric, water, and telephone utility companies.
Tariff and Rate Analysis is seeking a Rate Analyst who has a desire to work in the utility regulatory industry and would like to expand their knowledge, skills and experience performing complex to highly advanced regulatory work that includes analysis of utility cost allocation, cost unbundling, and rate design in areas subject to rate regulation. Work involves evaluating rates, costs, pricing, and tariff provisions. Maintain contact with representatives of utilities and consumers and with other Commission staff members.
The ideal candidate will have the following required minimum qualifications:
Financial Analyst I
Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance; a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus.
Financial Analyst II
Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance; a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus; and a minimum of one (1) years of full-time work experience in a position involving utilities, economic, statistical, or regulatory analysis.
Financial Analyst III
Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance; a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus; and a minimum of two (2) years of full-time work experience in a position involving utilities, economic, statistical, or regulatory analysis.
Financial Analyst IV
Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance; a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus; and a minimum of three (3) years of full-time work experience in a position involving utilities, economic, statistical, or regulatory analysis.
