To support our government customer, we seek a team of Facilities and Security Managers with each member possessing the talent to plan, manage, and oversee construction of a Sensitive Compartmented Information Facility (SCIF)/Special Access Program Facility (SAPF) and upon completion, seamlessly transition to a Security Manager role with responsibility of developing, implementing, and maintaining the full spectrum of security related programs and plans required to sustain SCIF/SAPF accreditation and comply with DoD and military service specific requirements.

There are multiple locations for this effort: NYC, Boston MA, Austin TX, San Jose CA, and Huntsville AL.

The successful Facilities and Security Manager candidate will be able to multitask, be organized, possess strong business acumen, and be effective at task management with the ability to work under pressure. The candidate must possess an extensive understanding of the IC Tech Specs for ICD/ICS 705 and possess experience with construction of SCIF(s)/SAPF(s) through Physical, TEMPEST, and AIS accreditation. The candidate must also have a proven track record of service as a Special Security Officer (SSO) or Security Manager with responsibility for maintaining accreditations, developing and managing the full spectrum of security programs required within a SCIF/SAPF, and continuous implementation of DoD security policies and applicable site location requirements.

Responsibilities:

  • Develop and submit for Cognizant Security Authority (CSA) and Accrediting Official (AO) approval, all required documentation (SCIF concept approval, Pre-Construction Checklist, Risk Management, Fixed Facility and TEMPEST Checklists, Construction Security Plan (CSP), and Co-Utilization Agreements).
  • Develop a comprehensive, site-specific Construction Security Plan that identifies roles, responsibilities, and procedures to mitigate security vulnerabilities to classified spaces and systems
  • Serve as Site Security Manager with responsibility for active involvement with the architectural team to ensure the inclusion of the client organization's vision of the operational environment into the design and planning for the SCIF/SAPF, oversee SCIF/SAPF construction, and manage construction surveillance activities during the buildout, as necessary.
  • Prepare and maintain all accreditation documentation and inspection results.
  • With government approval, serve as SSO and/or Special Security Representative (SSR).
  • As applicable, serve as Program Security Officer and/or Program Security Manager.
  • Draft, review, implement, and maintain DoD and AF compliant internal policy documents, emergency action plans, and standard operating procedures (SOPs) pertaining to Information Security (INFOSEC), Physical Security (PHYSEC), Operations Security (OPSEC), Personnel Security (PERSEC), Communications Security (COMSEC), Insider Threat, Antiterrorism/Force Protection, and Security education, training, and awareness (SETA).
  • Prepare and review checklists and documentation in compliance with annual security self-inspections and facility security programs; assist with the development and implementation of corrective action plans as a result of the inspection findings.
  • Administer routine aspects of the Industrial Security Program in compliance with the NISPOM, DoD, IC, and other applicable government security directives associated with contract security.
  • Maintain Personnel Security (PERSEC) records within the Government provided database, process documentation to initiate PERSEC background investigations, processing visit certifications through the JPAS/DISS systems, and process program access requests (PARs) for classified programs.
  • Maintain access to multiple networks containing classified and controlled unclassified information providing access to information databases that authorize clearance access reviews and certifications.
  • Prepare and forward cleared visit notifications/certifications for personnel entering the facilities to include assigned military, government civilian, and contractor personnel as well as Joint and Coalition partners
  • Provide initial security briefings and debriefings, foreign travel briefings, and annual security training.
  • Support Information System Security Officer/Manager (ISSO/ISSM) as needed.
  • Coordinate logistics for classified meetings and conferences and maintain calendars/schedule of events
  • Issue and maintain local security credentials or badges in accordance with (IAW) SOP.
  • Maintain and update a classified document and media control accountability process.
  • Conduct annual inventories of classified information IAW all applicable DoD security policies and local security SOPs.
  • Responsible for documentation of security incidents/violations and report submissions to appropriate program managers.
  • Assist the Government Security team in drafting, investigating, and processing of inquiries into reports of security incidents.
  • Develop/forecast annual budgets.
  • Perform other duties as assigned.

Minimum Requirements:

  • Bachelor's degree in a related discipline or equivalent experience and 10 or more years of security experience in a DoD environment
  • 5 or more years of federal or DoD secure facility management experience, to include planning, programming, budgeting, design, SCIF construction and management IAW Intelligence Community Directive (ICD) 705, SCIF Accreditation, and implementation of SCIF/SAPF Management Programs throughout all phases of the facility's lifecycle
  • SCIF Site Security Manager experience
  • 5 or more years of Special Security Officer/Special Security Representative and/or Program Security Officer/Program Security Manager experience
  • 5 or more years of applied experience/knowledge of Risk Management and Criticality Analysis, security principles, and the methodology and concepts for development and implementation of site-specific policies and procedures.
  • Ability to work independently on tasks identified by client and apply critical thinking skills in the development of innovative solutions.
  • Knowledge of the Microsoft Office Suite, particularly Outlook, Word, and Excel.
  • Excellent written and oral reporting skills, interpersonal skills, and the ability to communicate at all levels of the organization and customers across geographically dispersed sites.
  • TS/SCI Clearance (Active)
  • Due to contractual requirements and to be eligible for this role, you must be fully vaccinated against COVID-19 at time of hire.
  • Pass the CI Polygraph Examination

Preferred Qualifications:

  • Center for Development of Security Excellence (CDSE) Security Professional Education Development (SPeD) Certifications
  • Experience with conducting research, analysis, and expository writing
  • Experience working in AFOSI a plus
